White House Points Ukraine to Pentagon’s Starshield, Not Starlink

The Trump White House has pushed back against claims that it ordered Starlink switched off over Ukraine, saying the service is not under its control. Two White House officials told the US news site Axios that Ukraine had taken its questions to the Pentagon, which controls the Starshield military package — the SpaceX-built satellite system supplied to the US government for military and intelligence work — and that the Defense Department does not have control over Starlink, the Mirror reported on 14 October 2026.

Key facts

  • Ukrainian officials said on Wednesday that Starlink stopped working for terminals moving faster than 100mph, with no explanation given, according to Outlook India.
  • Zelenskyy’s senior advisers spoke to White House officials on Wednesday and asked whether a decision had been taken to shut Starlink down and what could be done about it, the Mirror reported, citing Axios.
  • Trump was reportedly reaching out to SpaceX, the US rocket and satellite company that owns Starlink, to establish what had happened, the Mirror reported.
  • The News International reported the restriction applied only to the Starshield package, with no advance warning to Ukraine’s defence forces.
  • Elon Musk said on X that any speed or usage limits on Starshield are set by the US military and ultimately the president.

Why it matters

Starlink has served as vital infrastructure for Ukrainian forces to communicate across the battlefield since early 2022, The News International reported, and Ukraine relies on it for long-range strikes because the service does not operate inside Russia. Outlook India reported the outage knocked out most of the high-speed drones Ukraine uses to hit targets deep behind enemy lines, and also disrupted its best defence against Russian jet drones attacking Kyiv.

For satellite internet users tracking Starlink’s reliability record, the episode is a reminder that availability on a given terminal can turn on who holds the contract rather than on coverage or hardware. The dispute hangs on a narrow question of ownership: which part of SpaceX’s network Ukraine was using, and who is allowed to throttle it. Kyiv has pressed Washington, SpaceX and NATO for answers as the accounts diverge.

What Ukraine reported

Serhiy Beskrestnov, an adviser to Zelenskyy on military technology, wrote on Telegram that Ukraine’s defence forces received no warning of the limitation and that it led to the disruption of several missions, according to The News International and the Daily Jagran. Ukraine’s 7th Rapid Reaction Corps separately confirmed that some missions were cancelled.

Outlook India reported the restriction began on Tuesday night, when Starlink traffic above 100mph suddenly stopped working without explanation. The episode coincided with another major Russian attack on Ukrainian energy infrastructure, the Daily Jagran reported, and with Ukrainian complaints that the US had failed to pass on advance warning of missile launches for a second night running. Trump has denied halting intelligence sharing, the Daily Jagran reported.

Where the line between the two services blurs

Outlook India noted that the boundary between SpaceX’s military arm and its commercial broadband business can be hard to see from outside the company. Musk drew it sharply on X: Starlink, he wrote in a post quoted by the Mirror, is a commercial service owned and controlled by SpaceX, limited to civilian or defensive use and not available for offensive military action, because that would be inappropriate for a commercial company. Readers can compare how Starshield differs from the consumer service.

Where the accounts conflict

Zelenskyy’s account

Speaking in London, Zelenskyy told Piers Morgan he was certain the decision was deliberate and that Starlink had been blocked by SpaceX and the United States at 1am, warning the move would cost lives, according to the Daily Jagran and Outlook India. The Daily Jagran also reported he allowed that the disruption might have been a technical problem at SpaceX.

What Washington and SpaceX have said

Outlook India said the US government had not commented on Musk’s claims, while the Mirror’s account of the Axios reporting has White House officials disclaiming control over Starlink specifically. The News International reported that Musk had not responded to the reports at the time of publication, while the other three outlets carried his X posts. Our earlier coverage of the reported speed cap that disrupted drone missions sets out the initial Ukrainian statements.

Background

Pressure over refinery strikes

The News International reported the disruption came amid pressure from Washington on Kyiv to halt strikes on Russian oil refineries, which Trump has blamed for higher diesel prices. Outlook India reported, without naming the experts, that most analysts instead attribute rising global energy costs to the closure of the Strait of Hormuz after US-Israeli strikes on Iran.

Earlier friction

Poland’s deputy prime minister, Radosław Sikorski, asked Musk on X whether he was playing politics with his products again, The News International reported. Relations between Trump and Zelenskyy broke down in spring 2025 during an Oval Office meeting, Outlook India reported, a fallout that led to a short halt in intelligence sharing.

Frequently Asked Questions

What did Ukrainian units actually notice during the disruption?

Ukraine’s 7th Rapid Reaction Corps said in a statement quoted by The News International that during flights the connection could drop for 10 to 20 seconds at speeds of just 110 to 120 km/h. The unit said drones kept moving but became harder to control.

Were ordinary Starlink customers affected?

None of the four outlets reported consumer outages, plan changes or price changes. The reporting describes limits on the military Starshield tier used by Ukraine’s defence forces, not on residential or business satellite internet subscriptions.

How did Elon Musk respond to Zelenskyy’s accusation of betrayal?

According to the Mirror, Musk replied that the slaughter continues and said it was time for Zelensky to go.

What reason have officials given for the restrictions?

No confirmed reason has been published. The News International quoted Ukrainian adviser Serhii Sternenko as saying SpaceX likely acted at the Trump administration’s request; no US official has confirmed that account.
