Europe Has No Ready Starlink Substitute for Ukraine

Ukraine reported failures in Starlink’s military-grade Starshield service and the loss of US early-warning data on Russian ballistic missiles this week, and found that its European allies have nothing ready to put in their place. The account comes from a Reuters report published on October 15, read here in the version carried by The Straits Times.

Key facts

  • Ukrainian officials said on October 14 that Starshield stopped working when terminals were moving at high speed, according to Reuters.
  • The officials said this hampered Ukrainian drones used for attack missions and air defence.
  • President Volodymyr Zelensky said Ukraine had received no warning from its partners of a Russian ballistic missile attack on Kyiv, for the second night running.
  • Shares in Eutelsat, the European satellite operator, soared on October 14 on the news.
  • Reuters reports that the reasons for the difficulties were not immediately clear.

Why it matters

Reuters frames the episode as exposing how heavily both Ukraine and Europe lean on American systems for two things at once: low-Earth-orbit communications, supplied by SpaceX through the same satellite internet infrastructure that serves civilian subscribers, and space-based infrared sensing that feeds missile early-warning systems.

The communications half of that dependence is commercial and single-sourced. Starshield, SpaceX’s military tier, is what Ukrainian drone crews rely on, and Reuters reports Europe has no ready-made alternative a soldier could attach to a drone.

What Ukraine said happened

The interruption was tied specifically to movement: Ukrainian officials told Reuters the service’s functioning was disrupted when terminals travelled at high speed — the condition under which drones operate, which is why attack missions and air defence were affected.

Zelensky’s complaint about missing missile warnings was separate from the Starshield problem, according to the report. Reuters notes both came after another souring of relations between US President Donald Trump and Ukraine: Trump had announced a deal to waive sanctions on Russian diesel and called for Zelensky to be replaced.

Musk points at Washington

Elon Musk, chief executive of SpaceX, said the US government sets the service’s speeds. “Any limits on speed or usage are decided by the US military and ultimately POTUS,” he wrote on X, using the acronym for president of the United States, as quoted by Reuters. We set out the same position in earlier coverage of who sets Starshield’s limits.

The Eutelsat question

Investors moved first. Reuters reports Eutelsat shares jumped on October 14, fuelled by bets that European providers could benefit from the growing strain between Washington and Kyiv.

Christian Freiherr von der Ropp, an independent satellite consultant, told Reuters that Eutelsat’s OneWeb network is not well suited to wartime use. He said its current constellation “remains rooted in an outdated architecture and technology conceived a decade ago, without any evolution of its underlying design.” He added that capacity and performance constraints, combined with the cost, weight, bulk and power consumption of its user terminals, limit its suitability for front-line applications.

A Eutelsat spokesperson told Reuters the company continued to provide connectivity services in Ukraine through its low Earth orbit and geostationary orbit networks with its partners, and declined to comment further, citing the sensitive nature of the situation.

The warning gap has no European twin

On the early-warning side, Reuters identifies the relevant US system as the Space-Based Infrared System. Marc DeVore, an associate fellow at the think tank Chatham House, told Reuters the constellation detects the heat generated by missiles as they are launched, calling the capability “fairly unique” and saying there is nothing equivalent in Europe.

Trump said on October 13 that the US was still sharing intelligence with Ukraine, according to the report.

Build it ourselves, say officials and industry

Bohdan Sas, co-founder of Ukrainian defence technology startup Buntar Aerospace, told Reuters the sudden Starshield interruption showed end users in Ukraine and abroad that they cannot rely on a single solution that can be switched off. He said sovereign capabilities are needed so that “you are not subject to somebody’s mood today.”

European Defence commissioner Andrius Kubilius said at a conference hosted by Politico in Brussels on October 14 that the continent was “quite dependent on American space capabilities,” and that the answer was to develop its own. He pointed to the EU’s planned IRIS² constellation and urged European countries to work together.

Reuters reports that project is years from becoming operational even if everything goes according to plan, a timeline causing frustration among European government officials, and that Germany is developing its own military satellite constellation.

Background

Reuters places the episode in a longer pattern: fears in Europe about over-reliance on US defence technology have grown in recent years as Trump has threatened to quit the NATO military alliance, at the same time as European leaders see Russia posing the greatest threat to the continent in decades. European countries have voiced strong support for Ukraine and Zelensky, the report notes.

Analysis (ours, not Reuters’): on the evidence in this report, that support does not yet amount to equipment a Ukrainian drone crew could fit this week.

How we sourced this

Every factual claim above is attributed to Reuters’ October 15 report, read in the version carried by The Straits Times. Two elements are checkable outside it: Musk’s statement was posted publicly on X, and Kubilius spoke at a public Politico conference in Brussels on October 14. As of October 15 we found no second newsroom publishing its own account of the Starshield failures, and Reuters gives no outage duration, terminal count or measured speed figures — so this piece supplies none.

Frequently Asked Questions

Is Starshield the same thing as the consumer Starlink satellite internet service?

No. Reuters describes Starshield as Starlink’s military-grade service. Both are operated by SpaceX, but the service at the centre of this report is the military tier used by Ukrainian units, not the consumer satellite internet subscription.

Can Ukraine’s existing Starlink and Starshield terminals connect to Eutelsat’s OneWeb instead?

Independent satellite consultant Christian Freiherr von der Ropp told Reuters they cannot: the terminals use proprietary technology and will not simply attach to OneWeb. He said switching networks would mean replacing thousands of terminals.

Who is Eutelsat, and what is OneWeb?

Reuters identifies Eutelsat as the European satellite operator whose OneWeb network operates in low Earth orbit — the nearest European counterpart to Starlink named in the report, and the reason investors reacted to Ukraine’s difficulties.
