Starlink South Africa: 30% Rule and 30-Day Roaming Cut

A US ambassador’s claim that South Africa demanded 30% of Starlink is a secondhand account, and the 30% written into South African law is not a stake for the government.

Musk: Starlink Never Allowed for Offensive Drone Strikes

Innovation Village, in a check published on 23 October 2026, reported that ambassador Leo Bozell said Elon Musk offered South African schools free Starlink service and that the South African government asked for 30% of the company in return. The outlet reported that the offer was real and that a 30% rule exists — but that the 30% is a requirement for ownership by historically disadvantaged groups in a licensed telecoms company, not equity handed to the state. Bozell called the rules keeping Starlink out “preposterously silly”, according to Innovation Village, which noted that his account is secondhand and that his figures differ from the original offer as reported.

A note on sourcing: we found no transcript, embassy statement or second outlet carrying Bozell’s remarks directly, and no corroborating report for the school counts or the letter described below. Each of those figures rests on Innovation Village’s account alone.

Key facts

  • Bozell’s account describes 500 schools served free “indefinitely”. The original offer as reported covered more than 5,000 rural schools, Innovation Village said.
  • Ryan Goodnight of Starlink wrote to Trade, Industry and Competition Minister Parks Tau on 14 June 2025 offering fully funded kits and service.
  • That offer was reported at R500 million and said to reach about 2.4 million children, according to Innovation Village.
  • ICASA said on 13 May 2026 that it cannot apply Communications Minister Solly Malatsi’s policy direction without Parliament amending the Electronic Communications Act.
  • SpaceX appeared at ICASA’s August 2026 hearings on draft spectrum rules for the first time. No licence application has been reported.
  • MyBroadband reported that Starlink cut its continuous-use roaming period in South Africa to 30 days, from the 60-day rule it began enforcing around mid-2024.
  • MyBroadband’s Speed Test platform recorded 2,232 Starlink tests in August 2026 and 962 in September 2026, against 341 in September 2025.

Why it matters

Innovation Village reported that Starlink is still not officially available in South Africa and that ICASA treats the service as illegal until it is licensed — a position that stands out against Nigeria’s licensed Starlink market. The dispute now turns on two different thirties: an empowerment ownership threshold that has not changed, and a 30-day roaming limit that has already cut off informal users.

What the 30% rule actually is

Innovation Village reported that the Electronic Communications Act requires individual network licence holders to have at least 30% ownership by historically disadvantaged groups, and that the equity goes to those groups rather than the state.

The Mail & Guardian reported in May 2026 that Malatsi’s department was looking at equity equivalent investment programmes, that ICASA pushed back the following day, and that Starlink has never wanted to sell local-ownership shares and instead wants to invest.

The condition attached to the schools offer

Innovation Village reported that the schools offer depended on equity-equivalent investment programmes being recognised in place of the 30% shareholding, after which Starlink said it would apply for its licences immediately. The reports it reviewed gave no duration for the offer. On a reported count of about 23,000 public schools, the outlet calculated that 5,000 schools would be roughly 22% and 500 about 2%.

The other thirty: a 30-day roaming limit

MyBroadband reported that Starlink’s roaming service has been available in South Africa since early 2023 even though the country has never been officially supported, with users in poorly connected rural areas relying on kits registered elsewhere. Workarounds included switching kits off, pausing service to reset the timer, or crossing a border so the kit could “phone home”.

Starlink cracked down on those practices and cut the continuous-use period to 30 days, MyBroadband said, noting that the network’s performance had improved shortly before the restrictions took effect.

What satellite internet costs without a licence

Because the service is unlicensed, Starlink publishes no South African consumer price: MyBroadband reported that users buy hardware and subscriptions registered in other countries, and that expansion into neighbouring markets made kits easier and cheaper to obtain. In the region, Zimbabwe is putting Starlink into 100 mobile health kiosks.

Who controls the switch

TechCentral argued on 21 October 2026 that the empowerment fight has crowded out a bigger question, pointing to Ukraine, where drone operators found satellite links stopped working above about 160km/h on Starshield, the military version of Starlink. TechCentral noted competing accounts of who ordered the cap: three US officials told Reuters it came from a White House directive to the Pentagon, The Telegraph reported Musk pitched it to Donald Trump, and the Wall Street Journal reported that Musk himself ordered it.

TechCentral said ICASA already requires satellite operators with gateway Earth stations outside the country to show how lawful interception will work, and proposed writing into every satellite licence a ban on throttling, geographic cut-offs or deliberate degradation except on the order of a South African court or the regulator. It also urged licensing as many constellations as possible, listing Amazon’s Leo constellation coming through Herotel’s Evry service with a commercial launch expected in 2027, Eutelsat’s OneWeb through local resellers, and China’s SpaceSail, the Qianfan constellation, which has signalled it wants to provide services in South Africa.

Background and political resistance

The Mail & Guardian reported that Musk has repeatedly criticised South Africa’s race-based ownership laws, claiming they prevent the company operating in his birth country because he is “not black”, and that President Cyril Ramaphosa has said that is not true. Innovation Village reported that Economic Freedom Fighters leader Julius Malema rejected the policy shift in 2025 and accused the government of bowing to US pressure.

The Mail & Guardian also cited a Haaretz investigation reporting that two Israeli-owned companies sell systems capable of locating and identifying Starlink users, with software tracking close to one million terminals and about 200,000 users reportedly de-anonymised through advertising identifiers. Innovation Village said the things to watch are any bill amending the Act, whether SpaceX files a licence application, and whether the government, ICASA or Starlink responds to the ambassador’s account.

Frequently Asked Questions

Why did many South African users abandon Starlink?

According to MyBroadband, the extra admin and cost of keeping a permanent connection under the roaming limits — which may require one or two additional kits — pushed numerous users to quit. MyBroadband adds that more intermittent users are now able to resume service after pausing their subscription for several weeks.

How long would amending the Electronic Communications Act take?

Innovation Village cites a tech report on ICASA’s response saying amendments to the Act typically take 12 to 18 months, and notes that Minister Solly Malatsi has said he will pursue them. The Mail & Guardian reported that even with President Cyril Ramaphosa apparently open to the proposal, changing the law could take years.

What is an equity equivalent investment programme?

The Mail & Guardian describes EEIPs as an alternative to South Africa’s normal BEE ownership rules for multinational companies. Instead of selling shares, a company can contribute through investment in local suppliers, enterprise and skills development, job creation, infrastructure support, research and innovation, digital-inclusion initiatives and funding for SMMEs.

What speeds has Starlink delivered in South Africa?

MyBroadband’s Speed Test platform recorded average download speeds ranging from 34Mbps to 66Mbps during 2026, with average uploads between 6Mbps and 14Mbps. The same platform shows latency falling from about 124ms at the start of the year to 90ms in September 2026.
