Zelensky: Starlink Ran Past 180 km/h in EU Road Test

Ukraine has run Starlink speed tests inside the European Union, Ukrainian President Volodymyr Zelensky said, according to Russian news agency EADaily, which cited the Ukrainian outlet Novini Live in a report published on 17 October 2026. Zelensky said several cars fitted with Starlink terminals were sent to EU member states, accelerated past 180 km/h where the local limit allowed it, and kept their connection — while in Ukraine, he said, the service switches off above 161 km/h.

The one direct quotation EADaily carries is his claim that the exercise was “appropriately recorded and there is evidence.” Everything else attributed to him in that report is paraphrase.

How solid is the EU test claim?

Thin, on the record available. The account reaches English-language readers through a single Russian outlet relaying a Ukrainian one, and no Western wire service or independent report corroborating the road test appears in the material cited here. Neither EADaily nor the second source used below names the EU countries involved, the officials who organised the runs, or how many cars took part. The recorded data Zelensky says exists has not been published.

That matters because the claim is doing heavy work: it converts a disputed configuration setting into an allegation that identical hardware is treated one way on EU roads and another on Ukrainian territory. Until the evidence he describes is released or a second, unaffiliated outlet confirms the test, it remains an assertion by one head of state, relayed at two removes.

160 km/h or 161 km/h?

The two reports do not agree on the threshold. EADaily gives 161 km/h for Ukraine; Gadget Review, a US consumer-technology site, puts it at 160 km/h and uses that figure throughout. Neither explains the discrepancy, and neither says the cap was defined in miles per hour — though 100 mph converts to 160.9 km/h, a value the two published figures bracket. Readers should treat the exact number as unsettled rather than assume one outlet rounded.

What Ukraine says happened on its own territory

Presidential adviser Serhiy Beskrestnov said via Telegram that Starlink terminals received an overnight speed restriction with no advance warning to Ukraine’s defence forces, Gadget Review reports, citing NBC News and the BBC. Ukrainian officials said connectivity dropped once vehicles or other assets crossed the threshold, and Beskrestnov said a number of missions were disrupted as a result.

According to the same report, Starlink in Ukraine carries battlefield coordination, drone operations and real-time data exchange in areas where ground infrastructure has been destroyed — which is why Gadget Review argues a limit that looks technical on paper carries direct operational consequences, including disrupted drone missions.

Zelensky’s appeal to Musk

Zelensky appealed directly to Elon Musk, owner of SpaceX, which operates Starlink, Gadget Review reports, citing the BBC. It says he framed the request as a matter of fairness between partners and warned that continued disruption could endanger lives. Some connectivity was later restored up to the threshold, according to the same report, with Ukrainian officials asking for every limitation to be lifted; no restoration date is given. Zelensky has separately said speeds had still not been fully restored.

Who imposed the limit is still contested

Musk rejected the idea that SpaceX acted alone. He said publicly, as reported by the BBC and CNBC and relayed by Gadget Review, that Starshield — a classified, government-contracted variant of the satellite network, separate from the commercial Starlink service — is owned and controlled by the US government, with usage limits set by the US military and ultimately the president. In short, Musk has said the limits were set by the US government, not his company.

He also drew a line between what Gadget Review calls the network’s intended civilian and defensive purpose and offensive military operations. The site notes that distinction sits at the centre of the dispute, because Ukraine uses satellite connectivity for both defensive and strike-related activity.

What the reporting does not settle

Gadget Review states that it was not conclusively established in available reporting whether the service subject to the restriction was commercial Starlink or Starshield — an unresolved point that leaves even the basic question of which contract governs Ukraine’s terminals open.

Why the dispute matters beyond one speed cap

Gadget Review notes, citing Herald reporting, that Musk has previously called publicly for Zelensky to step down, placing the connectivity row at the intersection of a technical setting and an active political conflict involving Kyiv, Washington and Musk personally. The structural question the site raises is what guarantees a country has when its wartime communications depend on a private company whose owner holds strong public views about that country’s leadership. On Gadget Review’s reading, that exposure — not any single number on a speedometer — is what the episode has put on the table.

Frequently Asked Questions

Has Donald Trump commented on the restriction?

Yes. EADaily reports that Trump, speaking to reporters, denied that he or Musk had restricted Ukraine’s access to Starlink. According to EADaily, he was answering a question about whether he and Musk were connected to restrictions on Ukraine’s access to Starshield.

Do US officials accept that Washington ordered the limit?

Not according to Gadget Review’s account. It reports that US officials cited by CNN disputed that the restriction reflected a high-level US policy decision, and that available reporting does not establish the limitation was ordered in response to any specific Ukrainian strike.

Have Musk or SpaceX responded to the EU road test claim specifically?

Neither EADaily nor Gadget Review reports any SpaceX or Musk response to the road test itself. Musk’s public comments described in those reports address the limits applied in Ukraine and who set them, not Zelensky’s account of cars driven in EU member states.

Did the cap affect ordinary commercial Starlink customers?

Neither source says. Both describe terminals used by Ukrainian forces and officials; no reporting cited here establishes whether the same threshold applied to civilian satellite internet subscribers inside or outside Ukraine.
