Missile Alerts Resume for Ukraine, Starlink Caps Stay On

Starshield is the military-grade version of Starlink that SpaceX operates for defence users — the same satellite internet constellation, sold under a separate government line, as NPR describes it. On Tuesday, on a visit to Oslo, Ukrainian President Volodymyr Zelenskyy said speed restrictions on Ukraine’s use of that network were still in force, even as a second complaint had just been resolved: Ukraine is again receiving early warnings from its partners about incoming Russian missiles, a change he attributed to talks with American counterparts including a phone call with US Secretary of State Marco Rubio.

Key facts

  • Ukraine had gone at least a week without early warnings about ballistic missiles aimed at the capital, Zelenskyy said, according to NPR.
  • The warnings resumed after discussions with American officials, including what he called “a substantive conversation” with Rubio in a social media post quoted by NPR.
  • Speed limits on Starshield remain and are hampering battlefield operations, he said.
  • Rubio, speaking to reporters in India, denied the Trump administration had changed policy on intelligence sharing or weapons supplies.
  • Ukraine has nearly run out of American-made Patriot air-defence interceptors, Zelenskyy said, adding that the Pentagon is delaying deliveries of missiles other countries bought for Ukraine.

Why it matters

The two grievances are now moving in opposite directions, and that is the significance of Tuesday’s remarks: one US-controlled input to Ukraine’s war — missile warning — was switched back on inside days of a phone call, while the other has not budged.

Nothing in the Starshield dispute turns on coverage or price. The terminals are installed, the satellites are overhead and the subscriptions are paid; what is in question is how much of that capacity the operator makes available to one customer. Availability, in other words, is being set by a decision rather than by the network’s reach — an unusual position for a commercial satellite internet service that elsewhere markets itself on being available wherever the sky is clear.

What Zelenskyy says the limits do

Earlier in the week, Ukrainian outlet Ukrainska Pravda reported that Zelenskyy, citing a report from the commander-in-chief of the Armed Forces of Ukraine drawn from military units, said Starlink and Starshield equipment stops working at 130-161 km/h in several sectors of the front.

That threshold matters because it falls inside the speed of a vehicle on a supply road. He said it was slowing frontline logistics and limiting the use of mid-strike drones and of interceptors used against jet-powered Shaheds, and that the restrictions would have to be raised again with partners at all levels.

Who denies what

Rubio acknowledged mutual frustration between Washington and Kyiv over intelligence sharing and weapons supplies but denied any change to previous policy, NPR reported. “There has not been some deliberate political directive to go out and harm Ukraine,” he said, according to the outlet, adding that the Patriot ammunition Ukraine needs is in short supply and also required elsewhere in the world. On the narrower question of who throttled the satellite links, Musk, Trump and Rubio have each denied ordering a cap.

Conflicting accounts of where the order came from

The accounts do not line up. Ukrainska Pravda said that on 18 October Zelenskyy told US broadcaster NBC the signal to restrict Starlink and Starshield had come from the US government. NPR reported that on Monday he told a bipartisan group of US lawmakers he believes “some political decision has been made to slow down … support for us.” Washington’s public position in both reports is a flat denial. That leaves three positions in play — a government order, an unattributed political decision and no order at all — and no named party claiming the throttle, which is why a technical limit that units can measure in kilometres per hour has had to be chased through diplomatic channels rather than a service desk. Those channels have already produced an earlier round of Zelenskyy–Rubio contacts on restoring the networks; Zelenskyy said he was grateful for Rubio’s readiness to help and his clear position, according to NPR.

Background: pressure on Kyiv

At the White House, President Donald Trump increased pressure on Zelenskyy to reach an agreement with Russia, saying the United States wants a deal and had received nothing back, NPR reported. Trump has also waived sanctions on Russia, which Zelenskyy criticised as helping President Vladimir Putin continue the full-scale invasion, which reaches its five-year mark in February.

The leverage is uneven, and the money shows why. NPR cited Germany’s Kiel Institute, which tracks assistance to Kyiv, as putting European countries and EU institutions at 237 billion euros ($266 billion) against 115 billion euros ($129 billion) from the United States. Europe is the larger funder by more than two to one, yet several of the capabilities now in dispute — Patriot interceptors, missile-warning intelligence, Starshield bandwidth — are American-made or American-run, so European states trying to take up the slack cannot simply outspend a US slowdown.

EU foreign policy chief Kaja Kallas questioned on Tuesday whether US negotiators have been honest brokers in peace efforts, NPR reported, saying Ukraine has not surrendered on Putin’s terms because Europe has supported it. Ukrainian officials say the Trump administration has encouraged Kyiv to cede land in return for peace.

The attacks continuing in the background

Russia launched another missile and drone assault on civilian areas, killing at least nine people, officials told NPR. Four people were killed and 27 wounded, including children, in the Kyiv region over the previous day, regional police said; three died and four were injured when two vehicles caught fire in a strike on the Kyiv-Odesa highway, according to Ukraine’s State Emergency Service. Grid operator Ukrenergo reported power outages in 12 regions.

Frequently Asked Questions

Did Ukraine test whether the speed limits apply outside the front line?

Yes. Ukrainska Pravda reported that on 17 October Zelenskyy said Ukrainian troops had tested Starlink in vehicles in EU countries and found no restrictions there. He said this indicated to him a planned operation against Ukraine.

Who is reported to have proposed restricting the bandwidth?

Ukrainska Pravda cited a report by The Telegraph saying SpaceX chief executive Elon Musk had proposed to President Donald Trump that the bandwidth of the Starlink and Starshield networks used by the Ukrainian military be restricted.

Is there any diplomatic movement alongside the Starlink dispute?

NPR reported that US envoy Steve Witkoff, who joined Zelenskyy in Oslo, planned to fly to St Petersburg on Wednesday to meet Russian leaders and share proposals from the Oslo meeting. Russian Foreign Minister Sergey Lavrov said Moscow is willing to listen to new US proposals but does not expect any “miracle” from Washington.
