Trump Denies Starlink Cut, Zelensky Says Speeds Still Down

Ukraine’s President Volodymyr Zelensky told a summit in Brussels on Friday that the Starlink service his forces depend on is recovering but has not been fully restored, days after Kyiv reported restrictions on Starshield, the military-grade version of Elon Musk’s satellite internet network. Hours later at the White House, US President Donald Trump denied ordering the disruption, saying it was not him and that he did not think it was Musk either, according to CNN.

Zelensky: Starlink Speeds Still Not Fully Restored

Starlink Leaves Ukraine and the EU Dependent on Washington

Key facts

  • Trump said he was not sure there had even been speed restrictions on Ukraine’s use of Starshield, and that he did not think the service was slowed down at all.
  • Musk said earlier in the week that any decision to limit Starshield was up to the US president; a senior US official told CNN that Trump had made no such request.
  • Neither Kyiv, Washington nor SpaceX has put a figure on the slowdown — no percentage, no start or end date, no count of affected terminals.
  • Ukraine said on Tuesday it had not received its usual early warning from the US before a Russian ballistic missile struck a major power plant in Kyiv and damaged a residential building. Trump insisted intelligence sharing had not stopped.
  • The satellite row sits inside a broader split over Trump’s energy ceasefire and a deal allowing Russian diesel exports, which Zelensky said left him feeling betrayed.

What has, and has not, been said about the restriction

Four accounts of the Starshield episode are on the record, and they do not fit together. Kyiv says capability was degraded. Musk says the call belonged to the US president. A senior US official says the president never made it. The president says he is not sure anything was restricted in the first place. Musk and the White House have traded blame over who imposed the limits, and as of Friday no party had publicly accepted responsibility.

What is missing is anything measurable. No side has published a throughput figure, a window during which the limits applied, or the number of terminals affected — the details that would let an outside observer confirm a restriction happened at all. All four accounts also reach the public through a single newsroom: SpaceX has issued no corporate statement beyond Musk’s remark, the US Defense Department has not described the Starshield arrangement, and the other outlet covering this week’s rupture — The Telegraph, in an analysis carried by Yahoo — addresses the energy ceasefire rather than the satellite limits. Until a second newsroom or an official statement corroborates it, the Starshield sequence should be read as CNN’s reporting alone.

What Zelensky said in Brussels

Arriving at the summit in Belgium flanked by the European Union’s top leaders, Zelensky did not raise the deterioration in relations with Washington and instead praised what he called “real leaders” in Europe, which CNN described as a veiled swipe at Trump. On the outage itself he was blunter: “They disrupted logistics and compromised the protection of the civilian population,” he said, per CNN.

Asked whether the speed had been fully restored, Zelensky answered that it had not, but said it was coming back. Starshield is the military-grade tier of Starlink, operated by SpaceX, Musk’s rocket and satellite company.

Trump’s denial

Speaking to reporters at the White House on Friday, Trump said the US had not slowed the service and that, as far as he understood, it was probably functioning as it always had, CNN reports. He also said he wanted Zelensky to do one thing: settle the war. A day earlier, in an interview with Newsmax, the US pay-TV news channel, Trump had said he found Zelensky more difficult to deal with than Russia’s Vladimir Putin, before walking the remark back on Friday and describing the relationship as good.

Why it matters for satellite customers

Strip out the politics and the dispute is about who can throttle a commercial network. Ukraine buys access to a privately owned constellation through a government arrangement; when that access degraded, the operator pointed to the customer’s government and the government pointed back. For any defence or state buyer evaluating Starshield, that is the commercially relevant fact of the week — not the speed itself, but the absence of a named decision-maker.

It also shows how differently the two halves of the same satellite internet business treat disclosure. On the consumer side, SpaceX publishes residential plan prices, hardware costs and a Starlink availability map, so a household can see what a subscription costs and whether service is sold at their address before ordering. Starshield publishes none of that: no price tier, no coverage commitment, and in Ukraine’s case neither the contract terms nor any remedy for an interruption. Kyiv’s leverage is correspondingly thin, because there is no ready substitute on the continent for the capability it uses.

The wider rupture, in brief

CNN reports the White House pressed Ukraine to halt strikes on Russian oil facilities while Russia’s attacks on Ukrainian energy infrastructure continued, and that Trump blindsided European leaders with the diesel deal, which he hopes will ease global prices before next month’s US midterm elections. In an interview published on Thursday, Zelensky declared “we’re done” in reference to Ukraine’s participation in the energy ceasefire, according to The Telegraph’s analysis carried by Yahoo, which writes that this falling-out feels different from earlier ones.

The reaction split along predictable lines. European Commission President Ursula von der Leyen said the EU had backed the ceasefire but that Russia had not respected it; Kremlin spokesperson Dmitry Peskov said Zelensky has no desire for a peaceful resolution.

Frequently Asked Questions

What is Starshield and how does it differ from consumer Starlink?

Starshield is the military and government tier of SpaceX’s satellite network, sold to defence and state customers rather than households. Our Starshield explainer sets out how it differs technically from the consumer service.

Does this affect ordinary Starlink customers or their prices?

Nothing in the reporting indicates that consumer Starlink speeds, availability or subscription pricing changed anywhere as a result of this dispute. The restrictions Kyiv described were specific to Starshield, and SpaceX has announced no consumer-side change connected to the row.

Why does Ukraine’s military need high Starlink speeds specifically?

Zelensky told reporters in Brussels that Ukraine’s forces rely on Starlink-equipped drones that must travel at high speed to deliver food and water to troops on the front line, according to CNN.
