Starlink Direct to Cell Goes Live in Kazakhstan via Beeline

Kazakhstan’s mobile operator Beeline Kazakhstan has commercially launched satellite messaging straight to ordinary smartphones, using SpaceX’s Starlink Direct to Cell technology. The launch was announced on 27 September 2026 by the government and the operator, and reported the same day by Qazinform, the Kazakh state news agency.

Why it matters

Beeline Kazakhstan CEO Jabbor Kayumov said in comments published by El.kz that “Beeline is the first company in Kazakhstan to launch this technology”, describing it as extending mobile coverage beyond conventional service areas.

For readers tracking satellite phone coverage, the Kazakh rollout is the second such operator launch Starlink News has covered this week, after Airtel’s Starlink Mobile launch in Uganda. The Kazakh sources do not discuss African markets, pricing elsewhere or any Zimbabwean rollout, and make no claims about them.

What the service does — and does not — replace

All three outlets stress the same limit: satellite connectivity complements terrestrial mobile infrastructure rather than replacing it. Zamin.uz puts it plainly, saying Direct to Cell does not replace traditional terrestrial base stations but adds to the existing network.

The use cases named by the operator and ministry are narrow and practical. El.kz lists tourists, residents of remote settlements, road and utility service workers, and specialists working far from populated areas. Zamin.uz adds emergency service personnel. Both note the technology is useful when ground infrastructure has been damaged or is not functioning.

How the deal came together

Qazinform and El.kz trace the launch to agreements reached during President Kassym-Jomart Tokayev’s official visit to the United States in 2025. El.kz dates that visit to autumn 2025 and says a memorandum of cooperation on implementing Direct to Cell was signed in November 2025 between the ministry and Beeline Kazakhstan, followed by the first practical tests in December.

Qazinform gives the same sequence, saying the memorandum came later in 2025 with trials conducted in December. Zamin.uz describes the launch as the continuation of testing processes that had been running since the end of 2025.

The sources differ on which ministry backed the project. Qazinform and El.kz name the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan, and identify Zhaslan Madiyev as Deputy Prime Minister and minister. Zamin.uz instead credits the Ministry of Digital Development and Aerospace Industry of Kazakhstan.

Who is behind Beeline Kazakhstan

El.kz reports that the project rests in part on a global framework agreement between Starlink and VEON Group, the telecoms group that holds a controlling stake in Beeline Kazakhstan. The same report carries comments from Bulat Utemuratov, a Kazakhstani businessman and investor with the Verny Capital Group, who said Beeline has operated in Kazakhstan for more than twenty years and that distance should not be a barrier to modern technology.

What comes next

Beeline Kazakhstan says support for operating systems beyond Android is planned, according to all three reports, though no timeline is given. Qazinform separately notes reports of Kazakh plans to expand Starlink internet to 124 passenger trains; that is a different service from the smartphone product launched this week, and the agency gives no schedule for it.

Nothing in the three reports addresses satellite capacity limits, message volumes or subscriber numbers, and no figures for any of those were published. According to Qazinform and El.kz, users must update the Janymda app to its latest version, activate Starlink inside the app, and enable data roaming in their phone settings. Where there is no terrestrial coverage, the satellite network can be selected manually as Beeline Starlink, which both outlets say may appear instead as 401 04.

Does the service work on an iPhone?

No. All three reports — Zamin.uz, Qazinform and El.kz — say the service is currently available only on compatible Android devices. Beeline Kazakhstan says support for other operating systems is planned for the future, but the outlets give no date.

Will Starlink Mobile work inside a city or indoors?

Qazinform says the connection is established automatically only when terrestrial coverage is unavailable and satellite conditions are met. Zamin.uz adds that the smartphone must be outside the standard network coverage area and needs a clear view of the sky.

What can users actually do with the connection at launch?

All three sources say the first phase covers sending and receiving messages, described by Zamin.uz as SMS, plus access to certain basic internet services. None of the reports describe voice calling or full mobile broadband over the satellite link.
