Starlink and Jio Still Await India Satellite Internet Clearance

Elon Musk has said SpaceX will have to price Starlink, its satellite internet service, affordably in India, using a weekend post on X to renew his attack on Reliance Industries chairman Mukesh Ambani. The comments were reported on 11 October by Indian outlets and land days before Reliance’s digital arm, Jio Platforms, is expected to open what is billed as India’s largest share sale, while both Starlink and Jio’s satellite venture still wait on government security clearance.

Key facts

  • Three entities already hold Indian satcom licences: SpaceX’s Starlink, Reliance Jio’s satellite arm Jio Satcom and Bharti-backed Eutelsat OneWeb, according to Business Standard.
  • Jio is building a constellation of more than 1,600 low-Earth-orbit satellites backed by 23 ground stations; Starlink has more than 11,000 satellites in orbit, the same report said.
  • Mobile data in India costs roughly 8 cents per gigabyte, one of the cheapest rates in the world, Analytics Insight reported.
  • India’s Ministry of Communications called suggestions that its satcom rules are applied unfairly “baseless and misconceived”, according to Hindustan Times.

Why it matters

Analytics Insight reported that affordable data has been central to Jio’s growth in India, and that Musk has used competitive pricing in markets such as Kenya to challenge established telecom operators. Both that outlet and Business Standard framed the weekend post as an argument about price rather than coverage.

What Musk actually said

Musk argued that competition would give Indian consumers more choice, that Ambani’s profits would fall but his business would survive, and that Starlink would have no customers if it priced itself out of the market. “Obviously, if Starlink is too expensive in India, no one will buy it, so SpaceX will need to make pricing affordable,” he wrote, as quoted by Business Standard.

He also accused Ambani’s online supporters of “absurd hypocrisy and hyperbole”. As he characterised them, they make two claims at once:

  • that Starlink could never match the low prices of what he called Ambani’s de facto monopoly;
  • and that Starlink would be too strong a competitor.

Hindustan Times and The Hindu both dated the post to Sunday; Analytics Insight said it was posted on Saturday.

Three satellite internet licences, no launches

Business Standard reported that Communications Minister Jyotiraditya Scindia said on Friday that India does not permit monopolies in any sector, and that the three licensed players can begin operations once they meet security requirements and milestones. Analytics Insight reported that Starlink and Jio’s satellite venture are both still awaiting final security clearance. Starlink News has reported separately that Scindia has said the Home Ministry decides Starlink’s security clearance.

The Jio listing timetable

Business Standard said the Jio Platforms initial public offering is likely to open for subscription on 21 October and run to 23 October, after an anchor round on 19 October, with listing expected on 28 October, though the company has not formally announced those dates. It put the estimated issue size at $3.8 billion, making it India’s largest public offer, with up to 27 crore fresh equity shares, about 2.9% of the post-issue equity base.

The draft papers were filed in June and the Securities and Exchange Board of India issued final observations on 28 August, the report said, with final papers expected in the week starting 12 October after overseas roadshows. Analytics Insight said Jio Platforms is targeting a valuation of $106 billion.

Security objections and political heat

Nishikant Dubey, the Bharatiya Janata Party MP who chairs the Parliamentary Standing Committee on Information Technology, told reporters on Sunday that India does not frame security policy under pressure from social media, The Hindu reported. He said his committee had examined the security concerns around the service. The Ministry of Defence, the Ministry of Home Affairs and investigation agencies had all raised concerns, he said, which he described as “dangerous games”.

Dubey said similar concerns were flagged by the Congress-led government in 2013-14 but did not elaborate, according to the same report. He rejected the idea that money shaped policy, and told Musk to provide affordable connections to poor people in the United States before criticising India.

Analytics Insight said Musk’s remarks follow a run of posts accusing Prime Minister Narendra Modi’s government and Ambani of delaying Starlink’s entry to protect Jio, marking a shift from his previously warm public rapport with Modi.

Hindustan Times reported that on Saturday Musk shared screenshots of reports linking a Reliance-funded firm to BJP campaigns and political donations, including a 2022 Al Jazeera piece and a 2024 Indian Express report on Qwik Supply.

Where Starlink is available in Africa

Across the three markets this coverage touches, Starlink’s availability runs three different ways: it is selling in Kenya, operating without a licence in South Africa, and licensed but switched off in India. Analytics Insight cited Kenya as a market where Starlink has already used competitive pricing against incumbent operators, and Starlink News reported on 9 October that Starlink remains unlicensed in South Africa even as use of the service grows. India is the only one of the three where the company holds a licence and still cannot sell a connection.

Frequently Asked Questions

Has SpaceX published what Starlink will cost in India?

No. Analytics Insight reported that Musk did not disclose proposed prices for Starlink in India, saying only that SpaceX will need to make pricing affordable. No source carries an Indian price list or launch tariff for the service.

Has Amazon applied to offer satellite internet in India?

Business Standard reported that Amazon’s Project Kuiper has expressed interest in the Indian market and must follow the established licensing procedure. The report did not say that Kuiper has been granted a licence or set out a timeline for one.

How has Reliance responded to Musk’s accusations?

Reliance has not publicly responded, according to Business Standard and Analytics Insight, which said the company did not reply to requests for comment. Business Standard reported that Reliance Jio Infocomm chairman Akash Ambani declined to comment on the satcom debate at the India Mobile Congress, saying the company was focused on delivering value to Indian consumers.

Is SpaceX planning anything beyond satellite broadband?

Yes. Analytics Insight reported that SpaceX is separately planning to enter the mobile carrier market, beginning in the United States. The report did not give a date or say whether that plan extends to India.
