FCC Clears Starlink Mobile to Go Global — No Date Yet

The US Federal Communications Commission (FCC), the American telecoms regulator, granted Space Exploration Holdings, LLC — the SpaceX subsidiary that holds its Starlink licences — international Section 214 authority on September 17, 2026, according to Tesla North. The authority is the US paperwork SpaceX needs to carry Starlink Mobile traffic between the United States and other countries. What it is not, on the evidence published so far, is a launch: the notice carries no start date, no first list of partner countries for US-linked roaming and no consumer price.

What the two authorities actually permit

The single most useful detail in the grant is that SpaceX received two distinct authorities at once, because they cover two different ways of doing business — and Tesla North reports both were awarded on a global basis.

Facilities-based authority is the one that matters for the satellites. It covers carrying international traffic over infrastructure the licensee owns or controls, which for SpaceX means its own constellation, its own gateway earth stations and its own routing between them. In practice that is the permission to move a subscriber’s data across a border on SpaceX’s own kit, end to end, without renting anyone’s pipe.

Resale authority is the commercial complement. It covers selling international service that is carried, at least in part, over another carrier’s network — buying wholesale capacity or termination from a partner operator and billing the end user. For a direct-to-cell product that has to hand traffic off to terrestrial mobile networks in every destination country, that second permission is not a formality: it is what lets SpaceX package a foreign partner’s network into a Starlink-branded offer rather than merely operating as a satellite wholesaler behind someone else’s brand.

Holding both is consistent with the ambition mediasat.info attributes to SpaceX — that Starlink Mobile eventually becomes a full mobile operator in its own right, rather than a bolt-on feature sold through partners. The licence does not make that happen. It removes the US regulatory objection to it.

Why it matters — and what it stops short of

There is also a jurisdictional limit worth stating plainly: the FCC regulates the American end of an international connection. Whatever SpaceX is now cleared to do from the US side, each destination market still governs its own spectrum and licensing, which is why the company’s expansion continues to arrive as a sequence of individual carrier agreements rather than a single switch-on.

That is a different proposition from Starlink’s existing Roam mobility options, which involve a dish rather than a handset.

Two Starlink products, one brand

It is worth separating the two things SpaceX now sells under the Starlink name, because only one of them is affected by this grant.

The first is satellite internet in its familiar form: a dish, a router and a monthly plan, competing with fixed broadband and with rival satellite internet operators. It is the product on sale across most of the markets Starlink has entered, including every African country where the service has launched, and it is the one with published prices.

The second is Starlink Mobile, a direct-to-cell service that puts the satellite link inside an ordinary smartphone with no additional hardware. Notebookcheck reports it runs in the US through a partnership with T-Mobile, the American carrier, under the name T-Satellite, and that the initial goal is to eliminate cellular dead zones by letting standard smartphones connect directly to satellites in emergencies or remote areas, albeit with constrained bandwidth. The Section 214 grant is about that second product’s ability to cross borders — not about dishes.

The upgrade path is where the ambition sits. Notebookcheck reports SpaceX says the next-generation service aims to deliver download speeds of up to 150 Mbps, using satellites designed to function like cell towers in space and beam 5G-level service directly to user devices. At those speeds the distinction between the two products begins to blur for some users, which is part of why terrestrial carriers have pushed back. To answer carrier objections about capacity, the outlet adds, SpaceX is also developing cost-effective ground networks built on small radio units known as femtocells — an approach it says industry experts remain sceptical of.

The price question

None of the three reports gives a retail price for Starlink Mobile in any market, and no source names the billing model — whether it would be sold as a carrier add-on, as with the existing US arrangement, or as a standalone Starlink subscription. The absence of a resale price is notable precisely because SpaceX now holds resale authority: the mechanism to bill international customers directly exists on paper, with nothing attached to it yet.

That is the sharpest contrast with the satellite internet product SpaceX already sells. Anyone weighing satellite connectivity today is therefore choosing between a product with known hardware and monthly costs and one whose cost is, so far, entirely unpublished.

Carrier deals already in motion

Tesla North notes the paperwork matters because Starlink Mobile is already moving through carrier deals and live demos. Earlier on September 17, it reports, Starlink said next-gen Mobile service with Japan’s au will lean on V2 satellites for denser capacity, native calls and streaming.

Notebookcheck describes the same Japanese arrangement using the parent company’s name, KDDI, rather than the brand — au is KDDI’s consumer mobile brand, so the two reports point to one deal, not two — and calls the product “Starlink Mobile V2”, which it says SpaceX claims will offer 100 times the data density of earlier iterations. Tesla North also points to a rollout in Panama with +Móvil and a Starlink Mobile video call test with FASTWEB, the Italian operator, in central Italy.

In Europe, mediasat.info reports SpaceX has already signed its first deals, with Hungary’s 4iG Group covering Hungary and the Balkans. Read alongside the Japanese, Panamanian and Italian activity, the pattern is a partner-by-partner build-out across separate regulatory jurisdictions — the shape you would expect from a company that has just secured the US half of the permissions it needs.

What rivals say

T-Mobile takes a more cautious view, according to mediasat.info, arguing that satellites will not replace ground towers in densely populated areas but will work alongside them, and pointing to limited capacity and weak signal inside buildings. Notebookcheck reports both T-Mobile and AT&T have downplayed the immediate threat, arguing satellites will struggle to match the dense capacity of traditional ground-based towers.

Notebookcheck also reports that SpaceX executives have made clear Starlink Mobile could act as a standalone rival to US carriers such as AT&T and Verizon — which, if it happened, would put SpaceX in direct competition with the same T-Mobile network that carries its service in the US today. The resale authority granted on September 17 is one of the pieces such a standalone operator would need.
