SpaceX’s Starlink India Still Waits on Security Clearances

A senior SpaceX executive used the India Mobile Congress stage in Delhi on Tuesday, 6 October 2026, to press again for permission to switch on Starlink in India, saying the company has already built and staffed its Indian operation and is waiting only on the government. Lauren Dreyer, Vice President of Starlink Business Operations at SpaceX, pitched the satellite broadband service as a last-mile internet access solution for the country, The Hindu reported.

Hours later the tone changed: SpaceX founder and chief executive Elon Musk accused “certain oligarchs” in India of stymieing the launch, The Hindu reported. Starlink News covered Musk’s accusation against “certain oligarchs” in India separately.

Why it matters

India is one of the largest internet markets where Starlink still cannot sell service, and Dreyer tied the delay directly to unconnected households. “We can’t talk about building the future at scale without talking about closing the digital divide, because otherwise we’d just be building a future that leaves a substantial portion of the population behind,” she said, as quoted by The Hindu. She contrasted satellite internet with fixed-line build-out, saying people can get connected with Starlink “within minutes, not years.” The Hindu noted the counterpoint: it has taken SpaceX years to persuade the Indian government to let it operate at all.

The oligarch claim

Musk’s accusation was the strongest claim made about the delay this week and the least specific. The Hindu’s account of the episode records no named target, no cited act of obstruction, and no response from the DoT, the Prime Minister’s Office, or any Indian company or executive. The two statements from the same company on the same day also differ in kind: Dreyer described a pending administrative process, Musk deliberate obstruction. The report does not resolve which account is accurate.

What is still pending, and what is already built

The GMPCS authorisation is not the last gate. The Hindu reports that New Delhi has yet to clear security approvals, and that some of the requirements oblige SpaceX to disable Starlink receivers purchased outside India and to disable terminals sold in India if they are taken abroad. Those terminal-level conditions sit on top of what the newspaper describes as extensive surveillance requirements applying across India’s telecom and broadband sector as a whole, rather than to satellite operators alone.

Dreyer said the Indian deployment was engineered around those rules from the outset: for the past five years Starlink has worked closely with Indian regulators, industry and operators to adapt and prepare its operations to serve India best, she told the Congress, per The Hindu. On the ground that work shows up as 20 gateway sites — set out in Starlink News’s earlier report on the 20 gateway sites and hundreds of antennas — plus the staff, operations and spending needed to run a national service, according to the newspaper. What remains is regulatory rather than technical.

What happens next

Dreyer set no date and did not say approval was imminent, framing her expectation as a hope: she told the Congress she hoped the government’s processing of the security approvals would be complete by the time she next addressed the event, with Starlink authorised and ready, The Hindu reported. She closed by aligning the company with New Delhi’s own target, saying SpaceX is ready to help Prime Minister Narendra Modi achieve his vision of 100% connectivity throughout India.

Until the clearances are issued the service cannot legally be sold in India, and SpaceX’s own Starlink availability map does not offer service there; Indian pricing has not been announced. The Hindu’s report of the Delhi event is the only published account of Dreyer’s remarks that Starlink News has seen, and SpaceX has not released them in full. Starlink News has asked the DoT and SpaceX for comment on the security-clearance timetable and will update this report with any response; the DoT has made no public statement on timing.
