Starlink Says India Build Done, Awaits Spectrum Nod

SpaceX says the hard part of bringing Starlink to India is finished, and that only government paperwork now separates the satellite internet network from paying customers. Lauren Dreyer, vice-president of Starlink business operations at SpaceX, told the India Mobile Congress in New Delhi on October 7, 2026 that the company has completed its India build-out and is waiting on final approvals, The Financial Express reports. Hours after her appearance, SpaceX chief executive Elon Musk accused unnamed parties of blocking the service, according to TeslaNorth.

Why it matters

Dreyer’s pitch was aimed at the edge of the network rather than the cities. Starlink has already connected hundreds of millions of people with affordable data, she said, but the last mile remains the hardest to reach — and that is where the company can help most.

TeslaNorth makes the limit of the announcement explicit: the statement restates readiness, it does not move the regulatory gate. Her closing line, in that account: “We stand ready to serve India, as soon as India is ready!”

What Starlink says it has built

Dreyer said SpaceX structured its Indian arm to satisfy domestic security norms and to keep subscriber data inside the country, with controls established at every layer. The Financial Express account of her address is also the origin of the 20-ground-station figure, which we tracked when she described around 20 gateway sites in India.

She added that the company has spent five years building relationships across industry and partnering with state governments to learn the market and prepare for the start of operations, and cast SpaceX as a partner rather than a competitor to India’s telecom operators, ready to work with the government, operators and industry and to support Prime Minister Narendra Modi’s goal of full connectivity. As evidence of the existing relationship she cited SpaceX launching an ISRO satellite, flying astronaut Shubhanshu Shukla to the International Space Station, and running two dedicated missions and 19 rideshare missions for Indian space companies.

What is still outstanding

The licence is not the final step. Spectrum and security approval must both be granted before a licensee can sell service, per the report, and Starlink’s security and foreign-investment clearances are still outstanding. Dreyer told the conference she expected clearance before next year’s edition of the event.

What Starlink might cost in India

No Starlink price for India — hardware, subscription or install — has been published, and none can be until the service is cleared to sell. The one cost input now fixed is regulatory: India has cleared a 5% spectrum charge for Starlink, OneWeb and Jio, a levy on the operator rather than a line on a customer’s bill. Whether operators absorb it or pass it through to retail tariffs is unknown, and any suggestion that it lifts Indian pricing is our speculation, not something either company or regulator has stated.

Musk’s intervention

On October 7, Musk quote-posted content about India’s rural connectivity gap and said Starlink was being blocked by “certain oligarchs” seeking to keep a “monopolistic chokehold” on the Indian people, adding that “you can guess who they are” and calling it a crime against the people of India — the post is carried in full by TeslaNorth. He named no one. We covered the episode separately when Musk blamed “oligarchs” for the delay.

The Manipur terminal claim

Musk also pushed back the same day on reports that militants in India had used Starlink after security forces recovered a dish and router in Manipur. Starlink beams are turned off over India, he wrote, so any claim that the equipment was used by anyone for any reason is false. The outlet adds that a forensics source quoted by Indian broadcaster NDTV said the recovered device was not working and was not compatible in the region.

Background

SpaceX has kept moving toward an Indian launch while clearances stayed unfinished:

  • A 2025 distribution partnership with Indian telecom operator Airtel, TeslaNorth reports.
  • Starlink supply-chain hiring in Bengaluru in August 2026, during a stretch when security clearances were frozen, per the same outlet.
  • Earlier this year, home-ministry agencies stalled the process partly over how Starlink would act if foreign governments pressed it with competing demands during a crisis, The Financial Express reports.
  • SpaceX rejected those accounts as unfounded and called discussions ongoing, the same report says.

Our reading

The sequencing is the story. Because spectrum assignment and security sign-off sit with Indian ministries, a completed build-out shortens nothing on the official clock — the next hard signal will be a spectrum allocation notice or a foreign-investment clearance, not another readiness statement.

Two caveats on the evidence. The 20 ground stations appear in one account and not the other, so we treat the number as reported rather than a confirmed network inventory. And this report rests on two secondary outlets plus our own earlier coverage: we found no on-record comment from India’s Department of Telecommunications or the Telecom Regulatory Authority of India on the timing, and none from rival licensees Jio Satellite Communications or Eutelsat OneWeb on Dreyer’s claim that the build-out is complete.

What is a GMPCS licence?

A Global Mobile Personal Communication by Satellite licence is the Indian authorisation that lets an operator sell satellite voice and data directly to end users. How long might the wait be?

No date has been announced by anyone. Dreyer’s only marker, per The Financial Express, was that she expected clearance before the next India Mobile Congress. The conference is an annual New Delhi fixture and the 2026 edition ran in October, so that framing would put the outer bound at roughly a year — our arithmetic, not her words, and in either case a company expectation rather than a government commitment.

What is the 5% spectrum charge?

It is the levy India has cleared on satellite-communication spectrum, applying on the terms reported so far to Starlink, Eutelsat OneWeb and Jio Satellite Communications alike. Clearing the charge is not the same as handing out the airwaves: the terms for using assigned spectrum are now set, while the assignment itself is one of the approvals Starlink is still waiting on.
