Musk Blames “Oligarchs” for SpaceX’s Starlink India Delay

Elon Musk, chief executive of SpaceX, accused unnamed Indian “oligarchs” of blocking Starlink, the company’s satellite internet network, from entering the country, writing in a post on X on Wednesday that they were protecting a “monopolistic chokehold” over Indian consumers. The post landed hours after Starlink told the 10th India Mobile Congress that its Indian infrastructure was completely ready, BW Businessworld reported.

Why it matters

The stake has a number attached to it. The post Musk replied to cited government data showing 11,256 listed villages still had no 4G coverage as of May 2026, per Deccan Chronicle — households that a satellite internet service can reach without anyone laying fibre or raising a tower. India is also the largest market Starlink has not yet opened, and Prime Minister Narendra Modi’s stated target is 100 per cent connectivity.

What changed this week is the hardware question: by SpaceX’s own account, the gateways are built and the data-localisation controls are in place. What is left is regulatory, and Musk has attached that delay to an accusation he declined to pin on a name.

What is still missing

The two detailed accounts do not line up. Deccan Chronicle lists both spectrum assignment and security-related requirements as pending. BW Businessworld puts the process further along: security agencies signed off in April, it says, and the government cleared the pricing framework for satellite spectrum last month, leaving only final approvals and the airwaves themselves. This site has also covered earlier decisions on fees and rural dish subsidies in the same rulemaking.

The clash is over security clearance, and neither outlet addresses the other’s version: BW Businessworld dates agency sign-off to April 2026, while Deccan Chronicle’s list still carries security requirements as outstanding. Of the two, only BW Businessworld attaches a date to the step. Where they agree is the airwaves — neither describes the spectrum assignment itself as complete, and that is the step Indian operators lobbied hardest to change.

Deccan Chronicle adds that SpaceX has renewed its push for approval of a larger Gen 2 constellation, including direct-to-device capability.

The company’s pitch

India TV News quotes Lauren Dreyer, SpaceX’s vice president of Starlink business operations, saying Starlink is ready to help deliver Modi’s connectivity goal. She pointed to remote classrooms, telemedicine and restoring service after disasters, and said people can be connected in “minutes, not years.” Musk’s own post, the same outlet reported, promised high-speed, affordable internet to people who cannot afford current prices or have no connection at all.

No confirmed Starlink price

That affordability claim has no published figure behind it. The only Starlink price ever shown for India appeared briefly in December 2025, when the company’s website listed a broadband plan at Rs 8,600 a month with a Rs 34,000 hardware kit, India TV News reported; SpaceX said soon afterwards that the numbers were not final. Until spectrum is assigned there is nothing to buy, so anyone comparing Starlink against a Jio or Airtel broadband bill is working from a withdrawn price.

The spectrum fight behind the accusation

Reliance Jio and Bharti Airtel, India’s two largest mobile operators, had pushed for satellite spectrum to be auctioned, arguing that satellite operators selling competing broadband should carry comparable obligations, Deccan Chronicle reported. The government chose administrative allocation instead.

BW Businessworld describes India’s telecom market as controlled by a few very large players, the biggest being Mukesh Ambani’s Mumbai-based Reliance group. Reliance also runs Jio-SES, one of only three licensed satellite broadband operators in the country and a direct Starlink rival, the outlet says; industry analysts it cites credit the venture with a home advantage, because its existing ground network makes India’s new security rules easier to satisfy, and it received trial spectrum years before Starlink did. The companies in Mumbai and Delhi have said nothing publicly, BW Businessworld notes, which leaves Musk’s charge both unnamed and unanswered.

Timeline: five years of waiting

  • 2021 — Starlink starts taking Indian pre-bookings and later refunds them, BW Businessworld reports.
  • 2021–2024 — the company waits years for a licence and has a satellite application sent back.
  • 2025 — GMPCS authorisation granted and IN-SPACe clears the first-generation constellation, per Deccan Chronicle.
  • April 2026 — security agencies sign off, BW Businessworld says.
  • Weeks before the post — the satellite spectrum pricing framework is cleared.
  • October 2026 — SpaceX says 20 gateway sites are built; Musk posts the “oligarchs” accusation.

No date for commercial service appears in any of the three reports, and the Department of Telecommunications has not set one. BW Businessworld notes that Musk has used this kind of public pressure on regulators in Brazil, Australia and the European Union, and frames the open question as whether Delhi now accelerates or holds its ground.
